English Art Deco Paragon Bowl and Saucer

I bought this quite a few years ago as a cup and saucer, but have since come to believe that it may actually be a sugar bowl and saucer. I think it would look very pretty filled with berries on a breakfast tray. It's very pretty, whatever it is, and a lovely example of English art deco tea wares. No gilt, but trimmed in a lovely robins egg blue instead, and decorated with lovely sunny yellow and dove gray flowers. Marked with the Paragon by Appointment royal crest. and the words Made in England.
